In which Michelle and Hailey are much more critical than is their habit, and find themselves disappointed in “The Painted Lady.” On the bright side, Michelle gushes about “Tokka,” a theory is shared, and Zuko does not sink any farther. This episode is also longer than the Day of Black Sun.

Uhm, scarface specifically mentions that the food “The Painted Lady” gave the town was from the factory and pointed out the military insignia on it.
You’ll note it isn’t until the second night, after she sees the statue of the Painted Lady that she adopts the robe. Now as to where she got it…well Katara is a massive klepto and it seemed to use nothing she couldn’t have gathered on her own. One good look at her in broad daylight and her disguise falls apart.
